I want to hook up some bookshelf speakers to my tv...?

I am just trying to make my mom's TV louder because it is a flat panel with only 10 watt speakers. I just wanna buy a pair of bookshelf speakers for 50-100 bucks but you can't hook speakers up to the tv as far as I know without a receiver, where can I get just a basic receiver? Or do I need something else?
