Does police report states whose at fault?

i got my police report, and on the primary collision factor it says 1. thats that mean i am at fault, or does it mean only one driver its at fault? it has on A. 21801(a)vc cited: marked x no. that code refers to me, because i was making a left. but an additional report by the cops it says p2 admitted to have been drinking, but there wasnt enough alcohol level to be cited with dui.
